Affordable 6+ hole puncher

I purchased a small hole puncher (6 holes) from amazon but it got stuck every time I used it (2 sheets at a time) and now it is permanently so.

My plan is to bind school materials with springs and plastic covers (see picture) which I have already purchased... Mostly A4 paper. However, I cannot afford hundreds of dollars in hole punchers. I am willing to do manual work by punching each A4 sheet 3 times, but I still cannot find a working hole puncher that will not get stuck with the bare minimum. Budget is under 60 dollars...

Do you have any advice on hole punchers that would help me?

Oven tray cleaning - burnt oil?

I got some baking trays from FB marketplace and this is one of them. I don't know the material. I cleaned it as well as I could with dish soap and soft part of sponge.

I baked some breaded chicken in it with oil too recently. I cleaned it the same way, but last time I used it there was a burnt oil smell in the oven and now I cannot seem to clean it well. Left it to test with dish soap and water and now the tray looks like this.

Is this burnt oil? I tried removing ir with the Sponge and some yellowish material got stuck to it. My hands were sticky afterwards too. I am mostly worried about having removed the outer coating of the tray.
