Can Congress accidentally trigger a RIF for my agency?

It’s weirdly been out of the news, but my agency has decided to convert thousands of contractors to civil servants over the course of just a couple months. It’s still not clear how they have the money or legal authority to do so but it’s happening regardless.

If Congress doesn’t allocate the funding required for all the new civil servants, would it automatically trigger a RIF? I know in previous budgets there’s been specific line items for civil servants and I’m not even sure Congress is aware that my agency is doing this.

Wtf was dumped on my dahlias

I check my flowers every morning and every evening. It rained this morning and this evening I noticed what I thought at first was powdery mildew on one of my dahlias. Looking closer it looks like some kind of chemical was intentionally dumped on my flowers ?

How to I help these flowers recover also what on earth was dumped on these flowers ?

I’m 28 and 17 weeks pregnant with my first child, a girl. Over the last couple years I’ve been building up a family library from used book stores,etc and thinking a lot about the books I loved as a child/teen/ young adult.

After thinking about of it, I’m not sure all of those novels really have the messaging I’d want to pass along to my daughter (ie twilight, maybe?) even though I read them and loved them and turned out mostly fine.

What books did you grow up reading that you loved and think would be great for any growing kid/tween/teen to read that have stood the test of time? And what ones should we leave behind?
