Growing shallots from seed vs sets

Last year I tried growing shallots from sets. They didn't do very well. Basically just grew a bit larger than the original set size. This year a greenhouse had sprouted seeds /slips so I thought why not give it a try! I know that onions grow much bigger when started from slips, but I'm having trouble finding info on shallots grown from seed. Are they more like garlic that requires multiple seasons to full develop? Should I plant each individual slip separaly like onions, or put a few slips in each hole? ​
