Please help - cards from Austria to Russia with or without envelope?

Hi everyone! The info service of the post in Austria told me only “documents” are allowed to be sent to Russia, and that it excludes postcards. Only “real documents” such as letters. But according to postcrossing, there aren’t any restrictions like that. I sent my first cards in an envelope because of it, but I’m doubting if what I was told is true.

Is there anyone from Austria who has successfully sent cards without one? How do the rest of you from “unfriendly” European countries do it?
