Located across the street from the Morgan County Health Department, and next to a grade school playground, Norris Hospital falls further into disrepair, with no resolution in sight.

The property was transferred to Jacksonville Living, LLC, located at 900 Doran Drive
Macomb, IL, in 2024 for $10,000.

2022 taxes were redeemed by Trotter General Contracting.
2023 the property taxes were 504.10.
2024 they were lowered to 459.44.

Located at the same address as Jacksonville Living LLC, is Trotter General Contracting.
The registered agent for Jacksonville Living, LLC is Chris Trotter.

In 2024, lone bidder Trotter General Contractors was awarded a $1.7 million dollar contract to overhaul the Jacksonville Public Pool in Nichols Park.

Sources at the city and the county say that the property is not issued code enforcement citations because “the owner in California, who is hiding behind an LLC, said he would walk away from the building if he was issued citations”, making demolition of the property the financial responsibility of the city, perpetuating the problem long term. Lack of code enforcement is how the building got this way today.

One could argue someone walked away from Norris Hospital long before someone sharing an address with Trotter General Contracting paid for the title and the back taxes. Norris Hospital is a public safety issue. It’s a public health issue. It will not be remedied without city intervention, and the owners should not be rewarded for fostering a public health hazard with millions of dollars worth of contracts from the city.
