Poor "intelligence" with Gemma4

I am testing Hermes with Gemma 4 (gemma-4-26B-A4B-it-OptiQ-4bit running with OMLX) on a Mac mini M4 64GB:

it is fast in terms of response times, but it sucks IMHO in terms of "intelligence" and "agency".

After several days spent (with the help of Claude) debugging and prompting I gave up: even a simple daily cron task (message me the output of curl -s 'https://wttr.in/{city1,city2,city3}?format=3') fails with hallucinations.

Same for a briefing (extracting news headlines from RSS feed links, for which I provided the python code as it was unable to code a working version of it): some times it works, most of the times it doesn't.

I was having much better results with much earlier explorations of OpenClaw.

Where am I wrong?

Is a standalone two-way (variant of) WSPR the ultimate dummy-proof emergency QRP radio?

I am thinking of a (hopefully) remote scenario: a real global emergency where you are mobile, perhaps operating from a car, and limited to QRP, with no laptop, no internet (perhaps not even GPS satellites for syncing clocks), maybe NVIS. I am thinking of people who are NOT ham radio operators but who could be instructed to throw a wire in a tree, plug a single device to the car's 12V lighter socket and push a button. So, dummy-proof.

WSPR seems to be the absolute best in terms of SNR performance. I am wondering if anyone has ever thought of using/adapting WSPR and its very slow 50 bit error-correction protocol into a standalone, dummy-proof one-way (or maybe two-way) communication device, despite overly slow. If the only information one need to (constantly) transmit or receive (on the go) is just "I am alive, I am not injured", a weak-signal mode seems vastly superior to even a CW beacon, for ensuring the message gets through and potentially be received by a completely naive op.

I have seen many inexpensive projects for WSPR transmitting beacons, which in principle could be adapted to transmit an arbitrary string. In this case, an ESP32 a clock generator and a filter would be enough. On the other hand, I never seen a WSPR receiving "box". I am considering a small receiving circuitry (like in the QMX) with a microcontroller that is decoding the audio (file?) according to wFFT and other signal processing primitives and WSPR-specific decoding procedures.

Would a similar (adapted/modified!) WSPR transceiver work in a sole emergency scenario, or is there a fundamental flaw in this approach? Forget for a moment about the synchonisation and the alternating "receiving then transmitting" cycle of WSPR idea.

I am of course well aware that JS8Call can transmit a distress message, and any other station receiving it can automatically relay that message across the network until it reaches an operator who can dispatch rescue services. JS8Call does however require a laptop, an audio interface, a cable, a rig. Requires the rig to be tuned to the right frequency. etc.
