I've seen it on a couple different bases with Navy pers wearing ballcaps that read "Royal Canadian Navy"(with the gold lettering, and not ship related) while walking around the base in CADPAT?

If I'm not mistaken, aren't these only supposed to be worn while in NCDs, and are they not supposed to only wear the ones related to they ship/unit. These bases are army/airforce bases as well with no bodies of water/ships near by.
