Has gacha gooning gone too far?

I hear there's a 67 meme in there somewhere, but I can't seem to spot it.

Is there something special about this old tattered flag, or is it just a regular old flag? Some might say the age adds character, but if it's not a special flag I'd hope we could get a new one for the 250th.
