Theory - public waterworks

Apology if this theory has already been put out there, but I recently got a physical copy of this as I’ve looked at these a lot online but being able to look at each page and go back-and-forth that’s really interesting. i’ve been looking at this, and I almost feel like this. Is someone trying to plant out an early public water Work using the nature around them. Like an architect, studying plants and trying to use the placement of the stars since we know that the moon controls the tide. And then understanding that water flows up the plant. Was trying to find a novel way to connect multiple cities, and of course, during ancient times create both water and bath houses and the best way to make that flow. So like an early version of the Roman aqueducts. And also someone with just a general artistic flair.
