I propose a single track, cut and cover subway line along Junction Blvd / 94th street between LaGuardia and Roosevelt Blvd linking to the 7.

I estimate the trip would take about two minutes, and create 5 minute headways. Maybe the train could be automated. Probably need a dedicated elevator from the new subway to the elevated 7.

Cut and cover to lower the price. Single track for the same reason. Hopefully less than the billion dollars per mile of the 2nd ave subway.

Ideally you could extend it as dual track to 63rd street in Rego Park, maybe with a link to the LIRR, but trying to be less ambitious.
