Glow like effect
Hi everyone! Basically, I have no experience in digital art, only the basics, so I want to make 8-Bit's face in image 1 have a arcade glow-like effect that looks like image 2 (ignore that grid effect on image 2).
I know it's almost the same image, but don't ask why.
Can someone help me with it and send it?
(BTW it's a wallpaper)
