Can anyone recommend a diamond stud vendor? I’m looking for 1-2 carats each stud. I’m located in the USA.

I live in SLO (our houses are very close to each other) and our neighbor’s dogs bark allll day. Is this normal? I don’t own any animals so I have no idea what’s typical from dogs. The neighbors leave their windows open and we just hear the dogs all day and night. I’m going to talk to them but I wanted to ask if this was normal behavior from dogs. Thanks!
