Citrus tree pest issue

Dog sitting for a friend with a backyard citrus tree (not sure what type, pomelo maybe?) in Southern California. Noticed the tree was infested, but not 100% sure with what. A few questions for you guys:

  1. what pest or pests are pictured here? I'm guessing leaf miners are involved. I took a bunch of pictures 😅

  2. is this a big enough deal to mention it to my friend? Will this kill the tree?

  3. is the fruit still fine to eat if thoroughly washed, or should i expect some wriggly critters inside?

Other info: tree is in the backyard, not close to the house, full sun. There is also a lime tree in this yard, less than 10 ft away, and the lime has no visible pest damage.

I don't know how often it's watered, as it's not my tree, but it doesn't appear to be underwatered or especially crispy to my inexperienced eye.

The soil around here is decent-ish, a bit rocky. I assume it was planted directly in the earth and not in a mound of bagged soil, as the yard is flat. I do not know what the root ball looked like.

The yard has astroturf in this section, and the tree does not have much space around the trunk. (See photos) Tree is at least 5 years old, has not been dug or disturbed during this time (astroturf put in 7 years ago) and does produce a decent volume of fruit. There are no nearby large roads or golf courses.
