2 - is disaster street's win locked or can my band or soft violence win? I will be damned if I let fu**ass Oliver win if I can help it.

I am playing a secret mission character. is there any way I can make Hawthorne's ideas win the comission instead of them being dominated by Palliser's cavalry school ideas? I kinda hate Palliser icl.
