Found in the silt of a river estuary in Scotland, UK.

This was found in the silt of a river bed, close to the estuary into the Forth River. It's about 5.5/6inches long. Could anyone shine some light on it's possible purpose or age? The area has had a lot of ship and fishing traffic for a few hundred years, so wondered if it's something to do with sailing?
