Help painting established bushes

We bought a house last year with 8-10 well established old bushes. The ones in the far bed are doing mostly okay (and are taller than me!) but the ones in the front bed have obvious chlorosis. I’m not US based and don’t have access to a reliable pH test. I added sulphur pellets but obviously they need more. I have sphagnum peat moss, I’m wondering if I could just add a few cm to the top of the beds? I know it needs to be soaked first. All advice I see online is for starting new beds, not ones that are 10+ years old.

Branch from graft or root stock?

I got this baby Asian persimmon (cardinal) in the beginning of June and it did nothing all summer. Finally just now I’m seeing some growth. However, the new branch is looking suspiciously like it’s coming from the root stock instead of the graft. I would be more certain if not for the cluster of tiny new nubbins that are definitely from the graft right above it. What do you guys think?
