Wiper cowl / hinge cover struggles

For those that have removed and reinstalled the wiper cowl and hinge covers, is it possible to do without removing the hood?

I'm having a pickle of a time trying to get the cowl back on while the end pieces are on. I believe the end pieces have a tab that goes under the windshield trim/seal, but that doesn't seem possible with the hood/hinges in the way. Without the end pieces, I could get it on no problem, but there doesn't seem to be a good way to get the ends on when the cowl is pushed in to to the clip holders.

EDIT - Does anyone have a clear photo of the hinge area (with cover installed) with the hood closed?

Washer fluid hose connection

I've had my 2000 apart for too long. I have a washer fluid hose with no clear attachment point. In the picture above, I have arrows pointing to the hose as well as something in the hinge (which I thought was a drain).

Is the fluid connection inside the fender liner?

2000 Prelude - Power steering issues continue

My 2000 Prelude (base) is nearing the end of its restoration, but I have yet to solve my power steering issue. Currently, the car is very hard to turn at slow speeds, the steering whines every now and then, and the fluid reservoir is bubbling when the car is on. There are NO leaks that I can see. We've replaced the pump and the line coming out of the top of the pump.

Could it be the actual rack that is the issue?

2000 Base - Power steering issue

I’m fighting an issue with my power steering. The car has been restored but we re-used the steering rack (new inner and outer tie rods). There is no power steering currently even though we replaced the pump, fluid, return line, and a few other lines.

We know the system was pushing some fluid because there was a pinhole near the cooler that gifted us a little fluid fountain when we first started the car post-restore.

What could we be overlooking?

Edit - when I bought the car, the steering was working but I thought it was a little laborious at slow speeds/backing up.
