Code lock no physical key

We just moved into this museum district apartment and there is no physical key only codes. I just had the code changed because a neighbor told me they knew our code and I asked the maintenance man for a key for potential lock outs. He told me that the owner will not be giving out physical keys because it unlocks every unit? He said that there is one tenant (a stranger I haven't met) who has a key and in case of an emergency situation if our code lock malfunctions or the battery dies we are supposed to knock on his door and he will use this key to open our apartment. All of this makes me feel so uneasy and i am wondering if it's illegal. It sounds to me like the new owner is cutting corners and it's cheaper to just have codes and one key for everything. What do I do?
