What social norm is followed mainly because people expect social punishment for breaking it, rather than because it serves a practical function?

Im asking in more of a sociology / social psych sense, not a debate about whether a norm is good or bad. I mean cases where people mostly follow a behavior because they expect embarrassment, exclusion, or being seen as rude if they dont, even when the rule itself doesnt seem to do much in a practical sense.

Is their a standard term or framework for that kind of norm, and how do people usually seperate it from customs that stick around because they still have some clear function?
