Video Editing VERY choppy

I am editing 4k video. Very simple cuts. No effects. No transitions. Nothing. Yet the video playback in the timeline is EXTREMEMLY CHOPPY is not a useable experience. Is anyone else experiencing this issue and does anyone have any ideas on how to fix it?

It’s taken me a couple of weeks to post this because I was so confused I didn’t know where to turn for answers.

My attorney in my mother's wrongful death suit just dropped the case because they “couldn’t secure an expert opinion.” It’s my understanding that without a "Certificate of Merit" from an expert, it’s impossible to file in NYS.

My question is: What is the bar for these opinions? And how much evidence is "enough"?

I supplied my attorney with mountains of evidence—records that have already achieved the following:

  • 3 Sustained DOH Complaints: (In NY, where sustained findings are incredibly rare).
  • Active MFCU Investigation: Triggered by the evidence of records fraud I provided.
  • NYS Inspector General (OIG) Investigation: Currently investigating State's handling of this case.

The evidence I provided includes:

  1. Recorded Admissions: Staff admitting they were untrained in fall protocols.
  2. Video Proof: Staff delaying medical help for over 10 hours after a catastrophic fall.
  3. Physical Abuse/Neglect: Video of staff directing my mother—who had just fractured her spine—to WALK to the stretcher in the hallway.
  4. Admissions of Fraud: Recordings of staff admitting they intentionally omitted incidents from the medical records to avoid trouble.

The Paradox: I am trying to understand the "math" of the legal system. How is my evidence strong enough to trigger a multi-agency investigation into state-level corruption, but "insufficient" for a medical expert to say the standard of care was breached?

Am I being told that a "clean" medical record (that I've proven is faked) carries more weight for an expert than video of a woman walking on a broken back? I’m not saying anyone is "wrong" here—I am just a son trying to understand why the bar for justice seems to move higher the more evidence I find.
