Movement based to-hit-modifier for vehicles

We had a first game of vehicles just recently, and we found a lot of vehicles just acting as immobile pill boxes, as well as light vehicles exploding rather quickly.

Im thinking we could add a simple +1 to-hit-modifier, based on how far the vehicle has moved in its last turn. If the vehicle moved 7" or more (light vehicles base speed), it gets a little speed token, indicating a +1 to-hit-modifier.

This would make it easier for light vehicles to achieve this modifier, as they would ever only need to do 1 movement action to qualify, as opposed to (unmodified/unimproved) medium / heavies having to do two movement based actions to qualify.

Im also having trouble understanding why the custom rig has base 7" movement, shouldn't it be in line with the rest of the heavies? Im considering house ruling that custom rigs are reduced to speed 5, as base.

Having only played a single game of vehicles, Im absolutely certain I'm simplifying this too much, and have overlooked something. Please enlighten me, share your thoughts, what have you done similar? And why wont my beautiful house rule work?
