Is there any recourse to a little league that prioritizes travel over little league. Our board has almost everyone playing travel, they also prioritize practice times with Travel (they claim they don't, but the president kicks little league teams off a time for his travel team), and they also jack up the rosters (13/14 kids) so they don't take away too many practice slots.

The president (who coaches travel and not little league), actually had the gall to ask someone to take 2 little league teams because they couldn't find enough coaches.

How should I handle it?
