Solar without interconnection agreement

I am living in a southern state (TX), and my primary power usage is for AC in summer and heating in winter.

Since HVAC systems mostly use DC motors, would it be possible to design a HVAC unit (AC+heat pump) for home (not window unit, central AC) that can take another DC input? It would not be too difficult to have a system that takes whatever comes from the DC input (solar panels + DC battery) and add it to power coming from the grid if needed, in order to run. By designing this HVAC unit carefully, you could ensure that no power flows back to the grid at any time.

This way, this would be a cheap system (no inverter, no interconnection agreement, etc), cost would be mostly driven by solar panels and mounts, and could be done as a DIY project to reduce costs. Where am I wrong with my assumptions?
