[Tenant-US-VA] Legal definition of normal wear and tear

Hi all,

As the title states, I am looking for the legal definition of normal wear and tear, specifically for paint to be used in a BBB complaint / small claims. The property management company is charging us ~$450 for a full repaint of the unit, and provided the attached pictures as evidence of damage beyond normal wear and tear.

Questions and extras:
- We lived in the unit for one year and never had any issues
- We made an honest effort to clean the unit but they also charged us for a professional cleaning, which I am choosing not to continue pursuing a refund for this in favor of focusing on the painting
- My next step is to file a BBB complaint depending on their next response
- I am willing to accept a reduction to touch up charges to avoid going to court
- Our reasonable paint lifetime is 4 years but u have no idea and was not told when it was repainted last
- I made an effort to go over all scuffs and marks with a magic eraser but missed one or two I guess

If anyone could provide the codes, and landlords, would you consider this normal wear and tear or damage to the walls? We also did not hang anything up, so no nail holes or chips

I feel like they needed an excuse to repaint the unit and are assuming two 25 year old girls won't push back. Any advice is appreciated. TIA! <3
