I have no idea how the creator (Who I'm assuming is different from Inoitoh, the artist for the drawings) did that animation effect. It doesn't look like it's actually drawn frame-by-frame, rather it looks like a video editing effect. If anyone knows what software/effect this is I'd love to know.
