Everytime i try to subscribe, it shows me this, doesnt matter what plan am choosing, could be a google problem, but i don't know how to fix it

The notification filter is blocking all the other notifications, but just not whatsapp, which is one of the main features i want to use as i get easily distracted by whatsapp. I cannot directly block whatsapp notifications, cuz then i will always need to physically open the app if i want to check if someone messaged me or not. Also it will block whatsapp calls too. It was working when i used just 1 month ago, idk what changed but it just doesnt work now. Help someone
