Better bulletproof shield + kevlar with Raw and no homerules?
TLDR: Tech can combine 2 items into a single item = shield + kevlar armor, I brake down the rules.
Hello, I read around the various posts about the bulletproof shield not been loved much, I know it's a moving cover for various other rules like suppression and it can stop a navy warship railgun from one-shotting you (technically) so here is my idea.
Using the recent free DLC "invented tech upgrades" I offer a suggestion just using the rules and no homerules homebrew.
In medium heat (500eb expensive) there is the option:
• Combines two less powerful items into a single item.
You can combine the item Bulletproof Shield 100eb premium 10HP + Kevlar armor 50eb costly 7SP. or combine the Shield with any material that's in the game.
What do you think? Am I ignoring some rules that stops this? Thank you for any suggestions!
To be honest, if my player would grab a kevlar vest and put it on top of a weak piece of plastic shield, I could not in good conscience complain just cause the game didn't offer the option already. A mannequin can wear armor, so can any other piece of plastic.
Is it too powerful?
Depends on how much it costs and it always takes up 1 hand so no heavy hitting weapons with 2 hands requirements (if not borged up).
How much would it cost?
For a shield with 10 HP and 7 SP = 100+50+500(cost#2)+100(cost#1)+tech fees
=750 (not considering rolls to create it, assuming someone makes it and you can buy it)
Which would be coherent (even more expensive) with buying a nomad bulleproof glass upgrade which is a 1000eb for 15HP, 2000 for 30HP for an entire vehicle all around (usually 6 large panels = 6 shields).

As a Nomads vehicle upgrade (very expensive 1000eb) and from the rules "cover hit points": "Thick bullet proof glass" is 30 HP. Rulebook states that "thin cover can be moved slightly in a pinch", thick only for Body 10+ but it can be moved. So upgrading a piece of Bulletproof Glass into a shield with a handle is not rocket science, it can be moved already when it's not properly built and shaped for proper use, just not by much.
To be honest, rifle body armor is usually steel, so a steel shield is well inside even real life possibilities, too many HP? Make it unwieldy: need 2 hands to move normally, or slap some MOV negative modifiers and PC needs Body high enough and that's solved too.
I would also always make it an RP problem too, if I walk around with a towering slab of steel, it's obvious I'm preparing for problems or to be a problem.
