Persistent micro stuttering - Don't know what else to try
Before beggining (this is going to be a somewhat long post), I just want to say that I used AI to compile a description based on my notes (i took A LOT of notes during troubleshooting).
My hardware is: 5600X / RX 6700 XT / 32GB DDR4 / Crucial MX500 / 1440p@75Hz Display / wired keyboard / Razer Basilisk X HyperSpeed

Issue Summary
I am experiencing persistent micro-stuttering and frame hitching during gameplay. To isolate the issue, I conducted extensive benchmarking using CapFrameX and RTSS across multiple hardware, software, and OS configurations. While certain tweaks mitigate the frequency of the stutters, the core issue remains unresolved.
Key Finding
Disabling Re-size BAR in the BIOS provided the most noticeable reduction in stuttering intensity.
Optimal Workaround Configuration
Through rigorous testing, the following combination was found to minimize (but not completely eliminate) the stutters:
- Frame Pace Management: FPS locked via RTSS with FreeSync Enabled and Enhanced Sync Disabled.
- Launch Options: Completely empty (all Steam launch commands removed).
- In-Game Video Settings: All settings set to Low, except for the following which can be set to Maximum without increasing stutters:
- Textures
- Foliage
- View Distance
- Anisotropic Filtering
- Anti-aliasing
- Overlay Software: Radeon Overlay and Instant Replay left enabled (confirmed 0% performance impact).
Settings That Worsened Performance
- Engine.ini tweaks: Adding code to force assets to stay in VRAM severely degraded performance and increased stutters.
- Windows settings: Disabling 'Full Screen Optimizations' in the game's .exe properties made the stuttering noticeably worse.
- Running the game with DX11 commands runs slightly worse than the optimal configuration.
- Graphics tweaks: Setting any other (besides Anisotropic Filtering) advanced settings ON will impact stuttering (e.g.: Dismembrament, Folliage and Tesselation)
Exhaustive Troubleshooting Conducted (No Impact)
- OS & Environment Isolation:
- Tested on a Fresh Official Windows 11 ISO (Clean install with only AMD Adrenaline Full Setup + Steam + Insurgency).
- Tested on a Fresh GhostSpectre Windows 11 ISO (Clean install with basic AMD driver + Steam + Insurgency).
- Tested Offline (Disconnecting the Ethernet cable and playing local matches still produced stutters).
- In-Game Toggles:
- Enabling/Disabling Frame Smoothing.
- Forcing DX12 via launch options (-USEALLAVAILABLECORES -dx12 -NoGlobalInvalidation).
- Hardware & Peripheral Tweaks:
- Lowering mouse polling rate from 1000Hz to 100Hz.
- Locking GPU minimum frequency to a tight range (200 MHz below max frequency / locked at ~2300–2500 MHz).
- Ensuring Asus Armoury Crate was completely uninstalled.
- BIOS & Registry Tweaks:
- Updated motherboard BIOS to the latest version.
- Disabled Windows Control Flow Guard (CFG) & Windows Multi-Plane Overlay (MPO) via registry.
- Disabled Ultra-Low Power State (ULPS) via registry.
- Disabled TPM, SVM (Hyper-V), and toggled Global C-State Control (tested Auto, Enabled, and Disabled).
- Enabled Secure Boot.
- Disabled 'AMD High Definition Audio Device' in Device Manager.
- Disabled Steam Overlay.

So, overall I have spent more than 20 hours (over approximately 1 month since I don't have that much time to play) trying to fix this awful stuttering. I have read many posts, watched multiple videos with a promise of a fix, but nothing worked.
I don't have the exact numbers from CapFrameX, but my testing methodology was:
- Change the settings
- Launch test range
- Spawn enemy bots
- Jump down into the guns section, grab an RPG and fire it into bots (in the hill)
- Then using my LMG to fire at the fruits / targets until I empty the magazine
I did this routine maybe more than 100 times... And even though it is not an ideal benchmark, the results in CapFrameX were consistent. Without changing the settings, if I played through the test range "steps" 2 or 3 times, the stuttering values in CapFrameX had very little fluctuations.
