Quiz question and why?

I asked 3 different AI, they all tell me none of the answers are correct. I'm confused. This is one of the post-test question. Please help. I'm guessing, it is likely be B. I thought A might be right, I read something during the course about giving people time off. It might be for public sector only. I'm not sure why B could keep the OT cost down. Thanks.

A question from Paytrain post-test

When an employer provides health insurance for its employees through a third-party insurance company, there are no nondiscrimination requirements.
Is the statement true or false?

Does anyone know how does the post-test in the paytrain course work? It looks like that they are not giving me the correct answers after I complete the post-test. It only show me the correct answers % compare the pre-test and post-test on the sections 1-3, 4-6, 7-10. So, I don't really know what I answered wrong and how to do it right the next try. I'm really confused here. Can someone with experience let me know how does it work?
