20k hp with hp 5 drive piece or 18k hp with ether dmg 5 drive piece

I have been seeing i should hit around 20k~ hp but i cannot reach it without the 5 drive piece being hp, so im wondering if reaching 20k hp is better than the ether dmg one

(Ps: im planning to pull her signature when it re-runs again and wondering if i need 60%~ cr before or during battle)
