How can I seal this window gap?

How can I seal this window gap?

I'm trying to reglaze and repair this original 1904 window. While doing so, I noticed that there's a huge gap between the 1980s era storm windows and the sill, probably from the house settling. It's a pretty narrow gap on the left, but gets worse to the right.

What's the best way to resolve it semi-temporarily, and preferably before Friday afternoon (because reasons)? Is using some of my glazing putty a dumb idea?

Additional context:

  1. We just had everything in the basement reinforced and (slightly) leveled, so there shouldn't be any further settling.

  2. I intend to get new storm windows eventually but that's a project for the future, I just spent all my money on the basement (see #1).

  3. This is a third floor North facing window.

  4. It's a historic home, but the preservation society only cares about the aesthetics and not the materials. (I assume the storms were grandfathered in or something)

What kind of milkweed is this? Or is it a lookalike?

These came up voluntarily, and I want to know if I should keep them. They did flower a few weeks ago, and have these pods now, but I can't remember the flower color. Stem has milky sap when damaged. Location is in New England.
