After Lakshmana cuts Surpankha's nose before going to Ravan she goes to Khar and Dushan and first and then her brothers Khar and Dushan attacked Rama with a massive army of 14,000 demons in Dandakaranya. Rama sent Lakshmana and Sita to safety and faced the army alone. As much as I remember he shoots an arrow that casted an illusion as a result of which all the demons startedbto look like him (Rama) and got confused and then they started fighting each other. Dushan attacked directly but was swiftly killed by Rama after his chariot was shattered. Finally, Khar fought intensely, matching Rama for a while, but Rama ended the battle by striking him down with a powerful arrow, defeating the entire army single-handedly. Also although I haven't read the book as much as I know that weapon that casted the illusion and the armor(he is wearing in the scene) was given to him by Rishi Agashtya and he did use them during this fight. So that is my guess as why his hair is not moving because all of this is literally just an illusion.
