Why don’t qualified people (specially IT) move to Canada or elsewhere and settle instead of clinging onto Day1CPT and no visa certainty?

I curious why many people choose to hang on to Day1CPT for years and even do multiple master’s without a stable US status instead of moving to Canada or elsewhere where they may be able to find a job and have a stable status and even PR?

Is it solely because the US salaries are much more than what you get elsewhere? Or the burden of moving to a new country and risks of not finding jobs? etc.

Basically if you don't have any visa certainty and path to GC, are you just trying to stack up as much money as you can while you can somehow stay here and work legally and then think about the next move after that?

I am considering finding a Tech job in Canada and moving there but the pay is nowhere close to what you get in the US. Just wanted to sanity check myself.

Is it safe to Change from H1B to F1 Day1CPT or should I play safe and pick a "regular" university?

Has anyone recently filed a Change of Status from H1B to F1 to attend a college that offers Day1CPT program, or any other college which doesn't?
I am considering this as this is my last year on H1B. I actually want to transfer to a Day1CPT college and work+study, but hear that Day1CPT colleges are more scrutinized by the USCIS. If that has risks then I am thinking maybe I should play it safe and transfer to a regular state university and only study and not work.

Please suggest if I am overthinking this and if I will be okay if I have good credentials and other parts of the application.
