Going through a rewatch, and I just realised that the whole anime would have been just 8 episodes if weren't for those meddling neighbours
I mean, godai did express her love and she was accepting to it. in this scene it shows that she was okay with the expression of love, but seconds later , godai tells her something based on his assumption of the night and messes everything up.
Irony is that mitaka was introduced in the very next episode.
