Could I ask for advice please?

This is Dussek Sonata in C minor 3rd movement.
I have heard that some harpists play this as F natural and others play this as F sharp. May I ask what you think that is more correct please? Thank you In advance!

Please look at 4th and 8th measures.
I’ve seen some harpists playing with muffles but then I notice that the left hand notes are of 3beats. May I know what is your opinion? Thanks in advance!
