New to shrimpin

Hello! I recently pulled the trigger on starting a small tank for my apartment. Its a 3 gallon! I am unsure if that is too small for shrimp or what kind of shrimp can be kept in a small tank like this. I am hoping and praying I can get shrimp. I have been cycling it for almost two weeks. Although I could not find ro water I landed on using crystal geyser? ( I am still looking atm + having a system for it is too expensive for now) I added a pic of all the supplies I used to set up the tank. The only thing in the tank that I did not rinse was the aqua soil. Everything was pretty friendly to set up! The only thing I really had trouble with was getting the micranthemum micranthemoides clean from the tissue culture jelly. It took a lot of time but I'm excited for it. The only thing i worry for are the damage I did to its leaves? It seems to have new healthy growth. Also on the bottom near the aquasoil is a sorta milky white? Unsure if that's good or bad. My end goal was to get the blue neocaridina shrimp and name them all Hatsune miku. So shrimp reddit I humbly ask my foreshrimpers to guide me to success.

Is the micranthemum okay?

What is that stuff by the aquasoil?

Can I even get shrimp for this setup? And if I can how can i get to the proper ph range.
