The house that I’ve just bought has carpet in the downstairs toilet, just pulled it up to see what’s underneath but found this firm black layer?

It’s an old house, originally built in 1870s, previous owners moved purchased in 1960 and it was falling apart. Some rooms have floorboards, but the room next to it has a concrete flooring.

Any help / advice would be appreciate!!
