Snowflake Cortex practice is not getting free looks like .Any thoughts where to get free ?

I want to know end to end CI/CD in snowflake. I have heard about schema change and DCM(snowflake native).Which one is more flexible for both we need to extract SQL's.DCM has limitations as Pipes cannot be deployed.Appreciate your feed back.
