Considering career change to REHS in NJ…. Two little kids, how is work life balance?

I am soon returning to my high stress environmental permitting / compliance job from maternity leave (I have 2 kids under 3 years old) and I am STRESSING thinking about how hard this is going to be with my current very demanding / long hours / high stress job. And my husband also has a stressful job requiring travel now and then. The only time we will see the kids (besides the weekend) is the 30 min were stressed shuffling them out in the morning and then 2 hours before bed time.
I found the REHS program at Rutgers and I am considering this as I fit the pre requisites with my under grad degree and becoming a REHS in NJ sounds appealing to me. Thinking if I could work for a municipality or a county I could have very normal hours, every federal holiday off, maybe even a pension??? I know the pay will be significantly reduced from my current job. What are some other pros / cons?? What is day to day work life like? I am having a serious career crisis here and trying to think if this is the right move for our family. Thank you!
