New player (SHD 111) – managed an 8.80s clear on the Very Hard Shooting Range challenge (Heroic global). How good is this for a Negotiator's build?

I’m fairly new to the game (currently around SHD level 111) and have been putting together a DPS build centered around Negotiator's Dilemma, the Coyote's Mask, a Česká chest with Obliterate, and St. Elmo's Engine.
My current stats:
Weapon Damage: ~104.2k
Crit Hit Chance (CHC): 49.2%
Crit Hit Damage (CHD): 164.0%
I just tested it on the TTK lane in the White House Shooting Range (Global setting: Heroic / Lane: Challenge - Very Hard) and managed to clear all 6 targets in 8.80 seconds.
Since I'm still learning the endgame meta and Min-Maxing thresholds:
Is 8.8s considered a top-tier clear time for this specific lane on a fresh account?
How does Negotiator's usually translate for you in high-tier content compared to standard Striker setups?
