Would you realistically pay for a HR / People ops service?

I am thinking of helping SMEs that don’t need a full-time HR hire but still need support with things like:
• Hiring & interviewing systems
• Onboarding new staff
• Employee handbooks / policies
• Performance management
• Retention & engagement
• Basic compliance / HR admin
• Manager coaching
• Handling people issues before they become problems

Would love your honest feedback please:

  1. At what company size would this become useful?
  2. What HR pain points frustrate you most today?
  3. Would you pay monthly retainer, project-based, or only ad hoc when problems happen?
  4. What price range would feel reasonable?
  5. What would stop you from hiring a service like this?

Brutal honesty welcome — trying to understand if this solves a real problem or if most SMEs just handle it themselves. P.S. I am a HR leader / professional.
