Water leaking from bottom of paver steps onto concrete patio. How to fix?

I have paver steps built on top of a concrete patio, and I’m noticing water leaking out from the base of the bottom step after rain or rinsing.

It creates a dark stained strip on the concrete, and when I rinse it, it turns white while drying (looks like mineral residue).

From what I can tell:
- The steps are sitting directly on the concrete slab
- Water is getting into the pavers and then exiting at the front edge
- There’s no drainage path underneath since it’s solid concrete

Questions:
- Is this a drainage issue or just normal for this type of build?
- Best way to fix without rebuilding the steps?
