Can some just get Security Clearance (Special Sensitive with Sensitive Compartmented Information - SCI) without any prior TS or Secret clearance. Employer requesting just SCI.

I was recently accepted into the program at Eastern Virginia Medical School in Norfolk, VA, and I’m planning to move next month.

Could anyone recommend any apartments in the area, preferably close to public transportation? I’ve checked a few places, but most availability starts in August. I’m not sure if I can find a short-term (two-month) lease elsewhere.
