A passenger on my Regal cruise is selling art classes to other passengers - is this even allowed?

There is a passenger on our cruise that paints seashells. It’s really cool to see her painting this art, but the issue is that she is SELLING “art classes” to passengers for real money. I thought it was part of the ticket contract that you are not allowed to sell goods and services onboard as a passenger. I’m pretty sure this rule is in place to keep travel agents from leaving business cards and soliciting business around the ship but this seems even more questionable.

Thoughts on this? Is this even allowed?
