Hi fellow Berry Gardeners!

Any idea who these pests are? They appear to be laying eggs on the new leaves, causing them to crinkle? Not much leaf eaten up yet, but the basil I planted nearby is almost all consumed. Last year the new growth was attacked late in the season. These are second year plants.

Mixing some neem oil concentrate for evening application, with a little peppermint soap and a dash of alcohol. Does that sound good? I would appreciate your advice and insight!!
