Hi! Im moving along with the process and got a recruiter email stating "congratulations! We're looking forward to working toward an offer" and had a "COI/non compete" form and an interview questionnaire again.

So... what does "working toward an offer" mean? Am I in/hired aside from the tedious backround check etc?
