Buyers refusing to negotiate

Agent here. I’ve noticed in my last 4 transactions that buyers and their agents are offering 8-10% under asking, plus full closing costs and buyers agent commission and then refusing to negotiate entirely. It’s like a “take-it-or-leave-it” scenario with every transaction. Luckily there have been other offers on all of them, but this seems like an odd strategy for a transaction that typically has multiple negotiation points (offer, inspection, appraisal). I’m curious if other agents are seeing this in their major metros and how you’re working with agents who refuse to work with you.

Detail: these are single family homes in a very desirable suburb about 10-15 minutes from downtown Atlanta.
