Bulk not bulking

I am Male 21 174cm and at the start of my bulk was 76kg. my maintence at the time was roughly 3200 calories with 5 days a week weightlifting and very mild activity outside of the gym.

i have been eating 3700-3800 calories for the past 2 months and have only now hit 77.6kg.

even though that’s still progress i was expecting more based on the timeframe and the amount of calories im eating especially since the average maintenance level for my metrics is around 2700 if i remember correctly.
if i was more active outside out the gym this would make more sense but i find it really hard to believe that my maintenance is that high.

does anyone else have this problem or have any tips to gain faster?? (i’m aiming for a heavy to moderate bulk).
