Why does the Kashmiri pheran and Himachali pattoo look kind of similar? Besides the fact that the regions are very close to each other, is there another reason?

I know the Indian map shows the entire J&K union territory including POK, Gilgit Baltistan and Aksai Chin as part of India but Gilgitis are pro Pakistan while those in POK prefer independence and China doesn't want to lose Aksai Chin. I firmly believe this is originally Indian territory that's being occupied. Yet even if we were to reclaim it what would be the benefit if the local people don't want to join India? This could lead to more political instability and we're already struggling with the current situation in Kashmir with terrorism and Pakistani influence. I also struggle to see how India can make Kashmiri muslims change their mind about being Indians. Even if we don't get our occupied territories back, Kashmir needs to remain an integral part of India.
