Does anybody know when the CREATE tab is unlocked?
This is a question about feature unlocking, not a question about crews, so this post should not break rule: 13.
I've already completed chapter 5, Robin, but it's still locked. What chapter do I have to complete before I can use the CREATE tab to create my own crew. Thanks.
